He needs to get out of town but needs money to do so. Ziva owes him money, so he goes to her place to find out the authorities have already been there and warned her not to help him. So when he shows up, Ziva panics and comes up with a plan to make it look like he made her help him by robbing and tying her up. She makes him go out of his way to make it look realistic by gagging her and taping her extremely tight. But all of this has her very turned on, so she gets him to bend her over and let her have it before he leaves.
